Senate Bill 217 an Act requiring health insurance coverage for equine therapy
Foxfield F.A.R.M. Foundation's President, Susan Patricelli Regan, presented her testimony regarding Raised S.B. 217 by Senator John A. Kissel, CT Senate District 7 on February 27, 2020 for an Equine Instructional Program for Veterans with PTSD to be included under the Veterans Health Care coverage.
S.B. 217 is in consideration by both the VA and the Real Estate and Insurance Committees and was enthusiastically supported by a number of attending Veterans and public representatives' commentary. Justification lies in the fact that the current clinical therapies and medical prescriptions have not assuaged the impact of PTSD on service men and women and actually have increased the opioid overdose, self-medication and 22 suicides a day issues. These risks can be avoided by the institution of the natural equine equation which has been effectively utilized for all manners of PTSD and physical infirmities of children and adults worldwide.
It also is a more fiscally beneficial approach as compared to historical approaches while reducing stress and anxiety, provision of a trade skill and improvement of confidence and self-esteem.

FOXFIELD F.A.R.M. 3RD YEAR AT STAND DOWN DAY
Foxfield F.A.R.M. Foundation has once again participated in the 28th Veterans Hospital Rocky Hill annual event that includes more than 30 government agencies and hundreds of social service organizations take part in the event, which is open to the more than 200,000 veterans in this state. Organized by the state VA, the event offers information and services related to education and workforce needs, state and VA benefits, legal or motor vehicle issues, as well as housing referrals, and medical, dental and mental health screenings and programs that assist in improving the quality of life for our brave service personnel. Foxfield F.A.R.M. charity had a very enthusiastic response by a number of individuals to our groundwork equine therapy program that addresses PTSD and related mental health issues particularly those who find no improvement with clinical/opioid solutions.

Foxfield F.A.R.M. The latest collaboration to meet this objective is an association with OpSiix (www.OpSiix.com ) which was founded as a response to the alarming rate of suicide among the veteran population. Their team has veterans and civilians from a variety of backgrounds, all passionate about making every veteran feel mentally healthy, physically healthy, and fulfilled in their life.
Their mission is to bring the veteran community together under the common goal of fighting isolation. OpSiix wants to see every veteran feel mentally healthy, physically healthy and fulfilled.

The CT Department of Veterans Affairs in Rocky Hill sponsors an annual "Stand Down" Day in which 200 service support groups participate and over a 1000 veterans attend. It recognizes the value that is placed on our front line heroes by our CT VA and provides charities who wish to reach our military service people directly via a conduit which efficiently and effectively establishes a venue to do so.
Foxfield F.A.R.M. Foundation participated for a second year on September 21, 2018 and was also able to connect with political allies on both sides of the isle who vigorously champion our organization's objectives and publicly acknowledge the value of Foxfield's groundwork equine therapy for veterans with PTSD and related mental issues. These advocates can help to legislate the inclusion of such organic approaches for these issues under the veterans' health care coverage and are high profile spokes people to expand the awareness of the foundation's purpose, availability and donation solicitation with the general public.

Stand Down Day 2017 and Foxfield F.A.R.M. Veterans' Foundation
On Friday, September 22nd, FOXFIELD F.A.R.M. of Granby, CT joined some 100 other charity organizations at the CT Department of Veterans Affairs in Rocky Hill, CT for their annual Stand Down Day which has been held since 1992. Initially, this event addressed the issues of homeless Veterans, but now encompasses a broad range of support including medical, dental, legal, career, insurance and social services among many others. The venue is enthusiastically attended by over 1000 current and former military personnel during the 8am to 2pm event.
FOXFIELD F.A.R.M. (For A Recovery Mission) enjoyed being able to reach and speak to a multitude of attendees in the Social Services tent which gave Susan and Bill Regan, founders of the 501C3 organization an opportunity to explain the ground work equine therapy program for Veterans with PTSD which is offered free to approved participants on their private farm. A number of attendees completed Foxfield's information form in order to set a schedule a visit to the farm and initiate their participation.
Foxfield's approach was originally endorsed by Sean Connolly, CT's Commissioner of Veterans Affairs in 2016 which gave the Regan's the impetus to move ahead to form the 501C3.
The couple's objective is to not only alleviate issues related with this mental health challenge, but reduce domestic violence and the risks associated with opioids aligned with the treatment of post traumatic stress disorder. Additionally, the long range goal gained through this research is to be able to legislate this method of therapy to be included under their federal health care coverage plan and to establish the organizations format as a template to expand to other regions in the U.S.

(For A Recovery Mission) Foundation was initiated as a 501(C)(3) Charity in April 2016 as an equine ground work therapy program for Veterans with PTSD and has received a $10,000 grant from Newman’s Own Foundation, the independent foundation created by the late actor and philanthropist, Paul Newman. Newman’s Own Foundation turns all net profits and royalties from the sale of Newman’s Own products into charitable donations. To date, Paul Newman and Newman’s Own Foundation have given over $485 million to thousands of charities around the world. This 2017 grant is based on the purpose, value and contribution provided to our most valued U.S. citizens serving and protecting America and its allies throughout the world.
This support reinforces Foxfield F.A.R.M.'s integrity and credibility in the non-profit arena along with the partnership with St. Francis Hospital and Medical Center, Mt. Sinai Rehabilitation Hospital and The Frank Netter School of Medicine, Institute of Rehabilitation Medicine at Quinnipiac University, who was the first to bestow a financial grant.

Foxfield F.A.R.M. is hoping to establish new legislation to expand public awareness and foster guidelines to aid doctors and clinicians in their quest to provide a better quality of life for our Veterans and their families.
In addition to this cause, a program to rescue, rehabilitate and re-home horses at risk is integrated into the activity in order to create a healing synergy between man and equine.

Foxfield F.A.R.M. Welcomes its Board Members
The Foxfield For A Recovery Mission organization founded by Susan and Bill Regan, recently welcomed Board members to their private equine farm in Granby, CT. Foxfield F.A.R.M (Foxfield For A Recovery Mission) is an IRS registered 501(c) (3) foundation that has been established to provide an equestrian groundwork training program for U.S. Veterans with PTSD and related issues incurred through military service. Similar programs throughout the U.S. have proven to be successful in support of Veterans' transition from the battlefield to the home front and an improved quality of life. This curriculum will be offered at absolutely no cost to any Veteran pre-qualified for participation in the program.
Concentration is on the handling, feeding, veterinary care, exercise, safety instruction and rehabilitation techniques for equine maintenance. Practical work will also include trailer loading, body trimming, lunge work, stall maintenance, farrier care and the ability to recognize common ailments associated with equine health. In addition, this program will incorporate the "repurposing" of rescue horses and locating new, responsible owners. The synergy of the work invested by the Veterans to aid the recovery/rehoming of these horses is equitably therapeutic.

“I will be spreading the word about Foxfield F.A.R.M. to my fellow legislators at the State Capitol,” said Sen. Kissel. “We are always looking for best practices in supporting Veterans and this is a great story to tell. The therapy provided by Foxfield F.A.R.M. is innovative, and I think policymakers at all levels of government can learn from it.”
Foxfield F.A.R.M. Corporation is in partnership with Saint Francis Hospital and Medical Center, Mount Sinai Rehabilitation Hospital and The Frank Netter School of Medicine Institute of Rehabilitation Medicine at Quinnipiac University with regard to their respective medical and research work with PTSD patients. In addition, the First Company Governor's Horse Guard is a collaborative supporter via volunteers and the provision of an optional extended equestrian experience should any Veteran wish to ride or join the oldest mounted troop in the United States.
